This make sense, however there are some circumstances where the starting dollar amount is too low for negotiation. I would have a hard time writing a proposal to a job like this and being like, "By the way, I do charge 200 dollars an article."

I hadn't thought about companies testing the waters though to to determine what rate to ask, that is certainly probable.
